The first training location for the New York State Police Camp was on 200 acres of private lands near Manlius, NY, a small village near Syracuse. Formerly known as the Devendorf Farm, members of the New York National Guard in Syracuse purchased the land to use as a training base and a social center. By 1912, the site had an outdoor marble and stone swimming pool, two tennis courts, lockers and wooden floors in camping tents and a state approved shooting range. A wooden farm house with a large stone fireplace provided shelter. Today it is the Cavalry Club, a private golf course which has carried on the legends of the earlier National Guard military units.

Col.. Chandler was no doubt influenced by the military aspects, the central location and his past association with the Syracuse area. His wife and her family were from Syracuse. References have been found that his children attended a military style prep school in Manlius.
In March 1917, after approving the concept of a State Police force, the legislature authorized a budget of $500,000 for horses, equipment, supplies and uniforms. The first Troopers began training at Camp Newayo in Manlius on June 20th. 1917. The Trooper training location was inspected and chosen in June 1917 by Major George Chandler. He named the location Camp Newayo to honor the two women, Monica Newell and Katherine Mayo, who promoted the idea of a trained State Police force to provide better investigative policing that the system of town constables then used throughout the state, especially in the rural areas of Central and Western New York. Troopers signed on for two-year enlistment’s with the annual pay of $900. A captain’s pay was $1,800. The superintendent earned $5,000.
